Minutes of the meeting 24th April 2007 in the Methodist Church Hall
: Present :Cllr Mike Coley (MC), Chair, Cllr Richard Cayless (RC),Vice-Chair, Cllr Ron Evans (RE), Cllr Chris Clarance (CC), Cllr Rick Smith (RS), Cllr Ann Storton (AS).
In Attendance: WPC Joy Stoppard, Beat Manager, Peter Williams, recently elected Cllr Prayers taken by Revd Diane Daymond
1. Apologies: Barbara Longley, Clerk, Cllr Jane Ott.
2. Approve and sign the minutes of 27th March 2007: Prop RE, Sec RS.
3. Matters arising from the minutes of 27th March 2007:
Item 3: Cheque for £200 has been returned to Devon County Cllr Cox
Item 11. Moving of benches on the Green currently being discussed with relatives4. Chairman’s Announcements: See attached report
5. Devon & Cornwall Constabulary: 2 reports of crime in the past month
1. Outboard engine and trolley stolen from storage container at Teignfield Caravan Site.
2. Tourist Information building in the Ness Car Park broken into - nothing taken
RE reported drug taking in Ferry Shelter- to supply WPC Stoppard with a name
6. Correspondence:
RC A4 drains at Higher Ringmore Rd - reported to Highways
12 weeds around water carnival store in Ness car park - now cleared
AS A1 and A2 - Topcliff Rd. File of information relating to site provided by residents
but none present to further discussions. Question of what residents want - agreed
CC and AS to take forward and report back as necessary.
B2 - website facility -SPC agreed to support website in principle, but to confirm
amount committed at next meeting.
A5 - benches - Chairman suspended standing orders to permit Mr Chapman to
express his concern about moving the antique benches from their original location.
MC explained current situation and negotiations with TDC. He confirmed the ‘dangerous’ antique bench is in storage and the other 2 may be moved to the Green following consultations with relatives of those remembered by benches already there. Mrs Lord stated that she would like to see the antique benches returned to their original sites. CC expressed his concern that he had received no communication from TDC re. this issue. It was agreed that SPC write to TDC asking for communication/ contact before installing or moving any benches in the village in the future -to avoid unnecessarywork and aggravation as has been caused in this case.
7. Devon County Councillor’s Report: Not present. No report received. RE proposed letter to Cllr Cox re.sorry he has not been seen recently and requesting update on speed monitoring device for Shaldon - one now in Twickenham Rd. Milber, so has Shaldon been overlooked? AS referred to press coverage of new football changing building on KGV field and asked where the ‘new’ site would be.
8. Teignbridge District Councillor’s Report: No report as election next week.
9. Parish Councillors’ Reports: RC - Kerb by Ferrymans and Horse Lane remains in poor state - repairs have all been done poorly - reported again to Highways. Lorries continue to mount pavement and cause damage. Will report damage by edge of roadway and beach on Riverside again. Ref. actions following Lorry meeting -he will try and progress, liaising with AS. RE - Flood meeting postponed to 26th April - newly elected Peter Williams to attend.
The group is preparing a plan to look after the village in case of flooding between now and when flood defence is built - part of Devon County Council emergency plan. RS - Concerned about the recent lighting of fires on the beach with resultant debris. Agreed Council is to write to TDC and draw their attention to this, asking what actions can be taken in future. CC - Current drain works on Strand, SWHighways removing surface water from sewage drains. Difficulty completing work within allotted time as a tank trap is in the way - may require road closure. Street lamp in Middle St. not working for past year - difficulty repairing as the pole is rotten and the street is too narrow for repair vehicles - he is still pursuing. Bunting flags which were erected around the Green are in poor condition - to be brought to next meeting. AS - Thanked Cllr Evans for sterling PR work on behalf of the Council. Concerned about deterioration of Ferry Shelter with broken pane plus maintainance required of Sunny Patch. MC agreed to pursue and source contractors.
10. Update on Future Library Facilities: Latest correspondence from DCC, Lynne Osborne, noted - now not prepared to provide staffing (or book stocks?) after present library closes in June. No response received from Cllr David Cox to letter sent following meeting with Village Hall trustees. There appears to be a stalemate between the School and DCC, each waiting for the other to make the next move! RE proposed further letter be sent to Cllr Cox, requesting his urgent attention and consultation with his CC Officers and colleagues, it is vital that SPC has immediate answers in order to progress. Sec CC. Carried.
11. Planning: RS brought SPC up to date with the latest planning applications and decisions. See separate minutes. Reminded those present that planning meetings are held on the 1st and 3rd Tuesdays of each month and all are welcome.
12. Accounts: Prop RE, Sec CC, Carried. Noted additional time and expenses from Clerk and all in full support -‘cheap at twice the price’!
13. Date of next meeting: Tuesday 29th May 2007 18.30 Annual General Meeting
18.45 Annual Parish Meeting 19.15 Parish Council Meeting MC asked Cllrs to consider which responsibilities they would like to take on.
14. Public Comment: Rev Gilpin reported his recent conversation with contractors working on The Strand and their proposal for road closure which requires 6 weeks notice. Meantime, road works are due to start at the Horse Lane/Broadlands junction on 8th May. Jo Smart commented on the 2 different web-sites for Shaldon and it was confirmed that SPC is proposing to support the Tourist Information one: shaldon-village.co.uk Jean Rowe asked whether letters have been sent following the lorry meeting. It was confirmed that one has gone to Biffa and SPC are awaiting further names and addresses from Bob Smith at the Londis.
