MINUTES OF THE MEETING 30 th October 2007 AT 7.15PM
IN THE METHODIST CHURCH HALL

1. Apologies : There were none.
2. Election of New Chairman: The clerk asked for nominations for the election of a new chairman. AS proposed Cllr Chris Clarance Sec RS Agreed unanimously. Cllr Clarance took the chair and signed the declaration of office. He then proposed that Cllr Peter Williams be elected as Vice-Chairman. Sec KS . Carried unanimously.
3. Co-Option of New Councillor: It was agreed to place an advert on the parish notice board for 21 days and spread the word that SPC were looking to co-opt a new councillor.

5. Matters Arising from the minutes of the meeting of 25 th September 2007
RS : Item 3: CC to find out who is responsible at TDC for the issue of parking on KGV field. Action: CC
Item 9: Re: ‘Slow Horses' sign: DC confirmed that DCC would not erect these signs and that people should do this themselves in order to slow the traffic down.
PW: Item 10: Emergency Flood Plan: PW gave an overview of responses to letters written after last meeting. A further letter has now been sent to Phil Perkins to request flood boards at some points in the village to reduce need for sandbags.
AS : Item 8: Complaints re emergency cover for toilets had been left with TDC with no response to date.
Item 9: AS had received no comments from councillors and therefore assumed benches on Green were OK.
Item 11: Re ‘no fishing' signs (See DC report below)
Item 18: AS was pleased that the new laminated posters re mobile library times were much improved and these will be posted around the village.
KS Item 9: Re WI's request for a sundial: On hold at the moment due to change of Chairperson appointed to WI and issues raised re maintenance and insurance.
6. Chairman's Announcements: CC proposed that £500 of SPC funds should be used to improve the appearance of the beach. £250 will then be contributed from CC's community allowance. Also a further £500 + £250 from respective budgets next year. Therefore £1500 to be available in early March 2008 to de-stone the beach with a JCB and a dumper truck to move surplus sand down from the quay to the other end of the beach. The beach will thus be reduced by 2'6”. Tracey Higgs, Leisure & Tourism at TDC supported this proposal and will help with acquiring relevant permissions and licences. Action: Clerk to include in next agenda for approval of spend
CC gave an overview on the situation re proposals by TDC to dispose of the bowling green . Action Clerk: Disposal of assets to be an agenda item over next few months to enable CC to update SPC.
7. Devon & Cornwall Constabulary: Colin Rider, PCSO, reported that since coming on to his beat on 20 th July 2007, he had issued 26 fixed penalty notices for illegal parking, 4 no tax notices, 34 written warnings about parking with 37 high visibility patrols in the area. Since school re-opened he has carried out 12 crossing patrols. 2 fixed penalty notices had been issued at the zebra crossing following dangerous parking which forced mothers with prams and small children to have to walk into the road into oncoming taffic. He has taken control of road works traffic lights in front of the school to ensure safe crossing. He has given a ‘say no to Halloween' talk to young people at the school.
On 5 th October a large quantity of alcohol was seized from young people on the Ness Beach . The lighting of fires by youths was becoming a regular event and one had been lit at the woods behind Shaldon zoo causing great concern to the zoo personnel. Paper receipts from one-stop shop in Teignmouth had been left behind at the scene of the fire and had been used to trace the culprits, who were from Teignmouth, on CCTV at one-stop.
PCSO Rider was thanked for paying attention to these matters on behalf of the village.
8. Correspondence :
SS : T9: Confirmed with clerk that she had advised Chris Smith at TDC that the ferryboat shelter pictured on the disposal of assets documentation was not for sale.
B9: Library tender documents: SS proposed holding a special meeting open to the public to discuss the feasibility of SPC putting in a bid for the library building. This was agreed to be arranged for next Monday 5 th November at 6.30pm in the Methodist Church Hall. Action Clerk: Urgent notice on board
AS T2: Informed councillors that Steve Robinson, Head of Planning is speaking about planning at TALC meeting on 29 th November.
T8 : Asked for councillors' views on the proposal by CC to take over the administration of dinghies on the beach. RS felt strongly that it should be TDC's responsibility to remove abandoned dinghies from the beach when people were not responsible enough to take care of their own boats. AS proposed writing to Tracey Higgs in favour of the action she has taken in the disposal of abandoned dinghies and to offer support from CC and RS to sort our ownership of the dinghies. Sec RC. Carried Action: Clerk to write
PW D7 re DCC offer of funding from flood prone roads: PW proposed writing to Mr Brian George, Devon Highways Engineer, highlighting problems with water run off down Horse Lane and, secondly, the problem of Ringmore Brook which floods regularly as a result of seaward pressure. All agreed. Action: CC + PW to formulate appropriate letter with focus on Horse Lane . 9. Devon County Councillor's Report : (a) Re disposal of assets: In accordance with TUPE regulations James Trout will continue to run the ferry boat in any case. DC felt that Highways had put a real damper on SPC's efforts to run local events and was fighting the new road closure regulations. He suggested calling the event a' parade' so that the current regs would apply and the Police would be forced to police it.
Potential purchase of library building: Local authorities can transfer buildings between each other for favourable rates and this is worth considering – DC will send more details.
Fishing from bridge: Teignmouth Town Council are not supporting enforcement of the ‘no fishing' signs. He explained that in their view there should be signs warning that fishers would be fully liable for any damage they caused. He said SPC could apply for a bye-law at a cost of £300 but if the fishermen objected then this could become more costly. PW expressed SPC's disappointment at the lack of support from TTC. PW suggested new notices saying this practice was dangerous and could lead to prosecution would be more appropriate and if not effective the next stage could be notices warning of the danger and that prosecution may take place. RS said that you cannot fish in the river from a boat because it is a nursery area for bass but fishing from the shore and the bridge is allowed. Action: Clerk to write to: Derek Clifton, EA address TBA, to say that SPC is very concerned about the fishing of bass from the bridge and the undersized fish being caught and taken.

KS : Re: Lea Park Nurseries:
Quote for next year's plantings will be arriving soon.
KS asked whether SPC wished the cost of an extra barrel for Marine Parade or a stone planter for the war memorial to be included in this quote. The stone planter was agreed but not the barrel.
A concern had been raised by LPN about dogs clambering over the flower beds and whether a sign could be erected saying ‘dogs on leads'. This was not agreed.
It was proposed to write to David and Dee Wallace to thank them for kindly watering the flower tiers in Bell 's Court again this year. Action: Clerk to write
SS : Re: Highways
Mrs Wadie's drains at Barn End: Richard Elliot had promised to make contact within next two weeks.
Street lights in Middle Street : Western Power had applied for road closures to repair
New signage for Torquay Road : Going ahead and DCC will continue to liaise with SPC.
Ringmore Road : Brook Lane being included in road resurfacing but not Platway Lane as the potholes were not Category 1. KS requested a definition of category 1 to be obtained. RS said the problems with potholes were in Salty and Peppery Lane as well as Brook Lane .
PW : Re: Emergency Flood Plan: now completed and in place following a successful trial run.
RS: Wall at Shipwright's: continues his concerns about state of the wall. No response had been received to SPC's letter on this subject to Phil Perkins. Action: Clerk to copy complaint to Chief Exec at TDC. David Cox promised to contact Brian George at Highways on this subject.
CC: Lampstand at the ferryboat shelter was repaired as a matter of urgency. CC gave an update on the status of arrangements for the Bonfire event taking place on 3 rd Nov.
12 . Costs for Referendum Poll: CC reported that these costs will amount to £570. DAPC had confirmed that it was in order for SPC to claim this back from CARP. CC proposed requesting a full refund from CARP for the cost of the election following payment of the bill to TDC. All agreed. Action: Clerk
13 Planning: RS gave an overview on latest planning applications.

16. Public Comment :
Mrs Rowe: asked for an update on the bus stop situation in Bridge Road . SPC did not know as this was in the hands of TDC. It might be included in 106 agreement for the new housing development.
